Duties

Summary

As an Accountant located in the Administrative & Loan Accounting Center (ALAC), Austin, TX. You will review obligation documents, payment vouchers, invoices and other financial documents to update financial records, process accounts payable or accounts receivable transactions and review monthly trial balances for validity of reported items; reporting discrepancies and taking corrective action when necessary.


Responsibilities

  • Prepare, examine and analyze accounting records and financial reports to assess accuracy, completeness and conformance to reporting/procedural standards
  • Provide internal financial documents to supervisor and higher levels of management for internal/external controls over operations
  • Maintain and ensure the accuracy of accounting record documents and reconciling the general ledger and subsidiary accounts
  • Establish and maintain constructive and cooperative working relationships with people at all levels
  • Perform monthly reconciliations between the general ledger and various subsidiary systems
  • Assist in the development of accounting policies and procedures

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    To qualify, you must meet the Basic Education Requirement and Minimum Qualifications.
    BASIC EDUCATION REQUIREMENT: All applicants are required to have one of the following basic education requirements:
    A. Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
    OR
    B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    MINIMUM QUALIFICATIONS: In addition to the BASIC EDUCATION REQUIREMENT, applicants must also possess specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7, 9, 11) in the normal line of progression for the occupation in the organization. Specialized experience for the Accountant position is defined as work that involves the following: professional knowledge of accounting and cost accounting concepts, principles and methods; knowledge of organizational or program practices, policies, and functions; ability to evaluate and analyze accounting and budgetary information to present supported finding, conclusions, and recommendations; general knowledge of government-wide accounting practices and procedures within the agency to perform standard accounting, cost accounting and reporting assignments; knowledge of federal laws and guidelines; knowledge of automated systems design practices; ability to describe system specifications.
    OR
    Education Substitution: Applicants may substitute education for the experience required for the GS-9/11 level.
    GS-09: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree.
    GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree
    OR
    Applicants may also combine education and experience to qualify at the GS-9/11 level.
    There is no educational substitution for the GS-12 level.

    Time-in-grade: Applicants must also meet the time in grade requirements:
    GS-09 - You must have 52 weeks of Federal service at the GS-07 level.
    GS-11 - You must have 52 weeks of Federal service at the GS-09 level.
    GS-12 - You must have 52 weeks of Federal service at the GS-11 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    There is no educational substitution for the GS-12 level.

    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
    Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
