GENERAL DESCRIPTION:

Under broad direction of the Director of Finance and Administrative Services, and in accordance with Connecticut General Statutes and Town ordinances, incumbent is responsible for the collection of revenues. Supervises staff engaged in collection of real, property and motor vehicle taxes, sewer use charges, and other miscellaneous revenue.

 

ESSENTIAL DUTIES:

  1. Administers and evaluates collection activities for real estate, personal property and motor vehicle taxes and sewer bill preparation, distribution and receipt, and coordinates resolution of delinquent accounts.
  2. Implements data processing methods for tax and sewer collection administration, including coordination of data processing function with the Information Technology Department, software vendor, online payment vendor and lockbox operations with the Town’s financial institution; recommends improvements to system as needed.
  3. Supervises the daily activities of Revenue Collection staff; provides performance feedback both formally and informally. Ensures training on and enforces compliance with best practices for safe work practices, with attention to risk management and loss control.  Administers policies and procedures.
  4. Reconciles rates for bill preparation, balances deposits with revenues, and prepares related reports. Prepares and files reports required by state and federal regulation.
  5. Responsible for delinquency duties including: demand payments, issuance of tax warrants, filing liens, referring accounts to Collection Agency and Town Attorney for foreclosures, sign affidavits of debt and appear in small claims court on behalf of the Town, and prepare suspense list for the Board of Finance.
  6. Ensures a respectful and safe work environment for all by fostering a culture of mutual respect, accountability for ethical behavior and positive leadership, aligning policies, procedures and training with such values.  Sets high professional and customer service standards for staff and ensures accountability with those standards.
  7. Determines work procedures, prepares work schedules, and expedites workflow, evaluating and standardizing procedures to improve efficiency and effectiveness of operations.  Maintains records of department activity and completes related reports. 
  8. Supervises town-wide revenue collection for all departments and maintains the process of balancing of all cash receipts.
  9. Responsible for the preparation and monitoring of the department budget, reconciling Rate Books for annual audit, provides analysis of collection rates and trends to Town Manger and Finance Director. 

OTHER DUTIES:

  3. Performs work of a lower classification as needed.
  4. Performs other related duties.

QUALIFICATIONS PROFILE:

  • Knowledge of
    • Tax collection, and related laws, regulations and ordinances
    • Management principles involved in strategic planning, resource allocation, leadership and coordination of people
    • Administrative and office procedures and systems such as word processing, managing files and records
    • Arithmetic applications
    • Laws, court procedures, precedents, and government regulations
    • Principles and processes for providing customer service, including customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction
  • Skilled in
    • Cash management
    • Providing a high level of customer service
    • conflict resolution
    • The use of revenue collection software, preferably Quality Data Systems, including Excel
    • Verbal and written communication, including enforcement of regulations with firmness and tact

PHYSICAL/MENTAL REQUIREMENTS:

  • Ability to
    • Sit, stand, walk and stoop and carry objects of up to 20 pounds
    • Perform manipulative skills which require hand-eye coordination, such as keyboarding
    • See objects closely, as in reading a report, and monitoring video display screens
    • Hear normal sounds with background noise; distinguish voice patterns and communicate with speech as in using a telephone
    • Concentrate on fine detail with frequent interruption, attend to task/function for more than 60 minutes, remember multiple tasks given to self and others over long periods, and understand the theories behind several related concepts

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor’s degree from an accredited college or university with a degree in Business, Finance, Accounting or related field, preferred
  • Seven (7) years of progressively responsible experience in the field of municipal collections
  • Two (2) years of supervisory experience
  • An equivalent combination of education and qualifying experience may substitute on a year-for-year basis

LICENSE OR CERTIFICATION:

  • Certified Connecticut Municipal Collector (CCMC)
  • Ability to be bonded
