Job Description

We have an opening for a mid to senior career level Accountant to work in a dynamic and fast paced environment. You will be responsible for the preparation, analysis, maintenance, and review of complex institutional accounting, financial, and property reporting information. This position is in the Finance/General Accounting & Compliance Division of the Office of the Chief Financial Officer (OCFO) Organization.

In this role you will:


  • Prepare, analyze, maintain and review complex institutional accounting and financial information.
  • Independently complete monthly financial close activities in Property Accounting and General Ledger.
  • Provide oversight of, and maintain a relationship with, the Property Management, the Budget Team while ensuring compliance with Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and applicable Department of Energy (DOE) regulations, policies and procedures as it applies to property accounting and capitalization.
  • Responsible for producing and submitting monthly, quarterly, and yearly reporting of Nuclear Materials information per DOE requirements, and other ad hoc reports.
  • Independently research and respond to questions concerning property accounting, funding determinations, and capitalization, preparing required documentation for Controller, Livermore Site Office, and/or DOE.
  • Research, analyze and advise management and staff across the institution on issues related to property accounting utilizing multiple systems, including but not limited to, the Oracle Financial System and other DOE required systems.
  • Reconcile balance sheet ledger accounts, prepare journal entries, and analyze and interpret accounting data; advise and make recommendations to Asset Management and program staff on property and asset accounting requirements.
  • Perform other duties as assigned.

  • Bachelor's degree in Accounting, Finance, Business, or equivalent combination of education and related experience.
  • Significant experience in property and asset accounting.
  • Advanced knowledge and understanding of accounting theory, CAS, GAAP, financial policies and procedures.
  • Enterprise resource planning (ERP) and/or Material requirements planning (MRP) software experience for reporting financial transactions on various assets.
  • Significant experience with computer-based spreadsheets and report-generation applications. (e.g., Microsoft Excel, Word, PowerPoint).
  • Significant experience applying problem-solving and analytical skills to solve complex issues requiring mature judgment, discretion and tact, and ability to successfully negotiate desirable outcomes and experience making effective and timely decisions.
  • Significant experience researching, compiling, and analyzing complex financial data and information and developing, applying and interpreting financial policies and procedures.
  • Demonstrated advanced communication and interpersonal skills to effectively explain, negotiate, persuade, and build consensus among diverse stakeholders; experience establishing and maintaining effective working relationships with all levels of personnel.
