    Job Description

    We have an opening for an Accountant, Compliance and Controls to work in a dynamic and fast-paced environment. You will be responsible for reviewing and evaluating LLNL's business-process internal controls for conformance with the requirements of the OMB Circular A-123 Assurance Program. You will serve as Team Lead of a group of accountants whose responsibility is to assure the reliability of the system of internal controls using Data Analytics under a component of a transformational process improvement project. This position is in the Compliance & Controls team of the Office of the Office of the Chief Financial Officer (OCFO).
    In this role you will
  • Manage assessments of internal controls in financial business processes Lab-wide to assure reliability and integrity of information, proper recording of transactions, safeguarding of assets, and compliance with policies and procedures.
  • Participate in the annual A-123 Risk Assessment to properly scope transaction-level internal control testing and ongoing monitoring and assure compliance with requirements and management of fraud risk. Assess financial risks, perform control evaluations and testing, identify gaps in LLNL's disclosure controls, procedures and/or annual report certifications, identify process improvements to recommend to management, and develop and implement risk mitigations and corrective actions and oversee their completion.
  • Serve as Technical Project Lead for the multi-year A-123 Enterprise Risk Management and Internal Control Implementation Project to continue conversion to the use of Data Analytics using Agile project management techniques. Guide development of detailed business process workflows and their use in Data Analytics test script development, data pulls from various Laboratory systems, and full population testing and analysis of internal control deficiencies, risk occurrences, and opportunities for process improvements. Assure that data is appropriately safeguarded throughout the testing cycle and archived in a secure repository.
  • Support the LLNL A-123 Assurance Program Manager and Implementation Project Manager, to assure deliverables are produced, milestones are met, project baselines are managed, and reporting is input to NNSA and DOE through the AMERICA reporting tool. Assist in crafting test and results descriptions, respond to questions from OCFO and other LLNL management and NNSA/DOE A-123 Program personnel, and prepare and deliver highly complex presentations and reports of work performed and results attained.
  • Provide recommendations to OCFO and other LLNL management implementing changes to working procedures, policies, and guidance to conform to Contract 44 modifications, new laws or changes in DOE/NNSA or other federal reporting requirements and to strengthen business process operations.
  • Provide advanced professional internal control and analysis advice to other Laboratory/DOE/NNSA and/or other external organizations and agencies, including strengthening internal controls, Data Analytics approaches, and business process improvements. Serve on DOE- or NNSA-chartered working groups where Laboratory representation is essential.
  • Assure high quality products and services to meet customer requirements.
  • Provide administrative supervision of Team members, including mentoring, teambuilding, knowledge and skill acquisition, performance appraisal, time management, training, and career development.
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in Business Administration, Accounting, Finance, or related field or the equivalent combination of education and related work experience.
  • Expertise in evaluating and testing internal controls.
  • Comprehensive knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), and Generally Accepted Accounting Principles (GAAP).
  • Extensive experience applying expert analytical skills to independently research, interpret, analyze, compile and present highly complex financial or operational data and information. Experience in the use of Data Analytics techniques and tools such as ACL/SQL/Python languages, Excel, TeamMate+, Tableau, and MicroStrategy.
  • Knowledge and experience using project management principles, either traditional or Agile, to effect innovative process change.
  • Expert communication skills, both written and oral to effectively prepare and deliver briefings, documentation and reports as well as advanced organizational skills to independently establish priorities and to execute complex business and financial assignments meeting critical time-urgent deadlines.
  • Advanced decision making, problem-solving and analytical skills to identify and resolve highly complex issues requiring mature judgment, discretion and tact and an ability to negotiate desirable outcomes and affect policy changes. Significant experience working in a fast-paced team environment, responding to time urgent requests with minimal guidance and meeting critical deadlines.
  • Expertise using interpersonal skills to effectively explain, negotiate, persuade, and build consensus among diverse stakeholders in discussions of analytical outcomes with ability to establish effective working relationships with all levels of personnel, both internal and external to the Laboratory.
  • Advanced use of computers and a thorough working knowledge of associated software applications (e.g., Microsoft Word, Excel, PowerPoint and Visio).

    Qualifications We Desire
  • Master's Degree in Finance/Accounting or Business Administration or another field related to this posting or equivalent combination of education and related experience.
  • Certified Public Accountant (CPA) Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Project Management Professional (PMP), Governance Risk Compliance Professional/Auditor (GRCP/GRCA) or other relevant certification or experience that demonstrates knowledge and understanding of the bodies of knowledge that underlie one or more of these certifications.
  • Familiarity with the OMB Circular A-123 or SOX 404 and its requirements and implications for assuring reliability of process outcomes.
