We’re accepting applications for an Accountant I – Utility Billing.
This position is responsible for the accurate billing of the City’s utility services with respect to the water, sewer, storm drainage, and streetlight operations. This position works directly with the City’s utility staff and the Utility Billing Specialist to maintain the finance functions of the City’s utility billing software. On a semi-annual basis, this position works directly with the City’s Senior Accountant to administer the certification of delinquent utility accounts for collection via special assessment. The position also performs finance-based specialized utility projects as directed.

Job Summary:
ESSENTIAL POSITION FUNCTIONS:
Utility Billing Functions:
  • Oversee the finance related functions of the City’s utility billing operations
  • Initiate and manage the accurate billing of the City’s utility services with respect to the water, sewer, storm drainage, and streetlight operations
  • Monitor and reconcile the receipt of utility payments (including online, ACH, credit card, cash, and check payments) and ensure the accurate posting of payments to established individual accounts
  • Oversee the maintenance of customer accounts within the City’s utility billing system including the opening & closing of customer accounts, updating existing accounts, generating final bills, and the certification of delinquent utility billing accounts
  • Maintain accurate records of all billing and receipting activities using records retention best practices
  • Perform analytical procedures on monthly utility billings to ensure accuracy
  • Coordinate with public utility maintenance personnel regarding related utility operations such as meter reading, activating and disconnecting water service, and general meter repair
  • Research, analyze, and generate utility billing reports for financial analysis and statistical purposes
  • Develop, prepare, and assist in effective written communications to customers and residents
  • Reconcile daily credit card and online payments to the utility billing system
  • Monitor and manage the joint powers agreements with Apple Valley, Burnsville, and Inver Grove Heights governing the billing and collection of utility services for identified properties
  • Coordinate the temporary hydrant meter application and billing processes with other departments
  • Prepare the utility billing year-end accrual adjustments and related audit workpapers
  • Coordinate special mailing request from other departments
  • Provide training on CIS Infinity functions and utility payment systems to team
  • Perform special accounting projects as directed
Special Assessments and Accounting Functions:
  • Provide service to customers with inquiries and issues regarding utility special assessments
  • Assist with the recording of utility special assessment prepayments made at the City
  • Reconcile the certification balances and payment activity between the PDS and CIS applications
  • Accurately manage and oversee the listing of delinquent utility bills subject to certification
  • Assist the City Clerk with the determining the special assessment certification timeline

OTHER POSITION FUNCTIONS:
  • Attend, analyze, and participate in LOGIS Utility Billing initiatives
  • Perform other accounting functions as assigned
  • Perform other related duties as assigned
Qualifications:
MINIMUM QUALIFICATIONS:
  • Bachelor’s degree in business administration, accounting, or a related field
  • Experience using excel spreadsheets and word processing (Microsoft Office software)
  • Experience using databases, including proficiency in exporting, importing, and manipulating data to produce accurate and timely statistical reports

DESIRED QUALIFICATIONS:
  • Two (2) years of experience in an accounting related position
  • Experience with billing of public utilities or related billing experience
  • Experience with utility billing database applications
  • Governmental or other fund accounting experience

WORK EXPECTATIONS:
  • Ability to effectively communicate with customers to achieve favorable outcomes
  • Ability to comprehend and apply the principles of the accounts receivable process
  • Ability to manage a varied workload requiring accuracy and speed during peak times
  • Ability to communicate clearly, both orally and in writing

WORKING CONDITIONS/PHYSICAL REQUIRMENTS:
  • Regularly read and interpret documents and other written material
  • Regularly communicate and exchange information with others in person, over the telephone, and other written communication methods
  • Frequently remain in a stationary position and regularly move within the building to attend meetings, access files, and office machinery
  • Occasionally travel around the City to meetings or events
  • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in finance
  • Lift, bend, stoop and retrieve files and boxes weighing up to 15 pounds that may be above eye level

HOURS OF WORK:
  • Monday through Friday, 40 hours per week, 7:30 a.m. to 4:00 p.m. FLSA non-exempt position.
