LOCATION: Administrative Office

BARGAINING UNIT / LEVEL: Professional Level 08/10

SALARY RANGE: $72,433 - $92,834 annually DOQ

GENERAL STATEMENT OF DUTIES: Under the supervision of the Supervisor of Accounting, work activities in this position primarily involve performing the functions of the Finance Department which include maintaining and monitoring the budgetary and accounting record keeping systems; preparing records and reports of a financial nature.

ESSENTIAL DUTIES: The list below is intended to describe the general nature of duties only. Employees shall perform other duties as assigned.

  • Maintain accounting records for the Authority, including a complete set of books involving budgetary controls, encumbrance and expenditure ledgers, cash receipts, voucher register, and general journal.
  • Review and summarize all park operating revenue reports and revenue entry.
  • Responsible for making adjusting journal entries, budget entries and ensuring expenditures are categorized within the correct account.
  • Prepare bank account reconciliations.
  • Facilitate communication with Auditors and prepare external auditor schedules.
  • Assist the Metroparks Foundation with accounting needs.
  • Assist as needed and review parks operations budgets and assist the CFO in the compilation of the entire Authority budget.
  • Assist in development and implementation of accounting policies and procedures for parks.
  • Support the CFO and Supervisor of Accounting with any financial needs deemed necessary.
  • Prepare Pension & Retiree Healthcare Trust quarterly statements.

NON-ESSENTIAL DUTIES:

  • Provide support and back-up for other positions including payroll and accounts payable.
  • May serve on committees as requested such as safety, strategic planning, master plan, etc.

MINIMUM QUALIFICATIONS – Level 08:

  • Bachelor’s degree in accounting, finance or a related field, Master’s degree preferred. Applicants with 8 or more years of being in a leadership role will be given consideration toward meeting the minimum educational requirements and will be considered for the position.
  • Five years of experience in financial accounting or a related field.
  • Certified Public Accountant (CPA) and/or Certified Public Finance Officer (CPFO) preferred. Must be bondable.
  • Experience in municipal finance and accounting preferred.
  • Knowledge of administrative and clerical procedures, filing and record management systems, computer applications such as word processing, data base programs and spreadsheets, and other office procedures.
  • Knowledge of the applicable laws and regulations.
  • Knowledge of modern office management procedures, practices and computer equipment as applied to accounting systems.
  • Knowledge of typical office applications including Microsoft Office applications.
  • Ability to assist in planning, organizing, directing and reviewing the work of employees engaged in a variety of finance/accounting activities.
  • Ability to troubleshoot and demonstrate analytical/problem solving skills.
  • Ability to be organized and prioritize multiple tasks.
  • Ability to establish and maintain effective working relationships with co-workers, public officials and the public.
  • Ability to work independently with limited supervision.
  • May be required to adjust schedule to meet organizational needs, including special events, evenings, weekends & holidays.
  • Ability to perform essential duties.

MINIMUM QUALIFICATIONS – Level 10:

  • Meets all of the minimum qualifications of the Accountant – Level 08.
  • Ten years-experience for level 10.
